Following the Nazi-Soviet Pact the city was seized by Soviet forces in 1939; in 1941 it was seized by Germany. During World War II, a German concentration camp was located near the city.

Cemetery: "There was no progress in the resolution of the long-running dispute over the use of a Jewish cemetery in the Volyn Oblast town of Volodymyr-Volynsky. Local Jewish groups complained that the Ministry of Justice continued to refuse to help resolve this dispute." Source.
